limit tf singularity xyz to 1 per ability

- if an ability already has a singularity token, no singularity token should be able to be added
- if a singularity token is already on an ability, using the respective singularity ability again moves that token, i.e. it removes the old tech in addition to gaining the new tech
- no singularity token should be allowed to be placed on another singularity ability
