Art Bot will respond to Art Blocks specific help queries in any server it is a part of

Art Bot does not take into consideration the server it is on thus I can be on a PBAB partner's Discord ping Art Bot with "help?" and it will respond with information about why squiggles are paused. It probably makes sense to configure all current queries in `smartBotResponse.js` to only respond to queries in the Art Blocks server or build out a more robust system for PBAB partners to customize Art Bot's responses.

Read smartBotResponse.js first to understand how current queries are matched and whether the Discord server is available at response time. Clarify whether the intended fix is to restrict responses to the Art Blocks server or to support partner-specific customization; done means Art Blocks-specific help no longer responds incorrectly in partner servers.
