arhub.org emails in the prod site don't let people see an admin!

Description
Apparently, I tried to add Shannon onto the prod site to see if the admin capabilities were available to her. They were not.
I don't know how or why, but we need to fix it before v1.1.
To test this, people should bring in anyone who works for the Innovation Hub (with an arhub.org address). Shannon should be able to help.
