Description
The tool tips on the serial connection window are cut in half vertically so only the top half of the text is visible.

The other items display correctly
and if the cursor is moved to the serial port drop down quickly enough it also displays correctly.
But move it out and back in, and the text displays cut off again.

Reproduce the clipped tooltips in the serial connection window and the serial port drop-down in Communications Console on macOS 10.9.1, checking both e232e624 indoor and Outdoor themes. Compare them with the correctly displayed items and verify that moving the cursor away and back no longer cuts off the tooltip text.
