Scrollbars for tuning/user items

On low resolution devices (think windows tablet) the graph this items don't all show up on screen (they extend to the right), and the user items for the hud drop off the bottom of the screen for me. Just need scrollbars instead of a fixed layout size.

Start by locating the graph and HUD user-item UI in Mission Planner and reproduce the clipping on a low-resolution Windows device or equivalent window size. Done means graph items extending to the right and HUD user items below the screen remain accessible through scrollbars instead of being cut off by a fixed layout.
