Log Browser: Param viewer not showing all changes

While analysing [log 59.BIN from this discussion](https://discuss.ardupilot.org/t/rover-steering-setup-for-big-craft-vehicles/79531/24) I initially thought that perhaps the user was not following my advice to set the ATC_STR_RAT_FF parameter to 0.8 but upon further inspection it seems that the parameter viewer was simply not showing some of the changes to the parameter in the log.

I really like this parameter viewer but it is important that it show the correct information or it leads the support engineer astray.

Start with Mission Planner's Log Browser and its Param viewer, using log 59.BIN from the linked discussion to reproduce the missing ATC_STR_RAT_FF changes. Compare the parameter changes recorded in the log with those displayed by the viewer; done means every change is shown accurately.
