Joystick Hat Switch Support

I am currently using a Cyborg FLY 5 Joystick and I would like to use the hat switch to control a camera gimbal. The joystick setup screen recognizes all of the buttons and axes on my joystick except for the hat switch. If the hat switch was accessible in the python scripting I could probably write a script that does the rest for me.

The issue does not name files, tests, or entry points. Start by locating the joystick setup handling and the Python scripting interface, then determine how hat-switch input is represented. Done means the hat switch is recognized and made accessible to scripts for gimbal control.
