"Abort landing" button do nothing when land in VTOL mode

When landing in VTOL mode "Abort Landing" button from "Actions" pane does nothing. There's no normal way to cancel VTOL landing immediately from MP.

Easily reproducible in SITL.

Reproduce the issue in Mission Planner using a Plane Quadplane in SITL, then trace the "Abort Landing" action from the Actions pane and the VTOL landing path. Check how the action is handled during VTOL landing and verify that pressing it cancels the landing immediately.
