No fly zones for austria, please discuss...

I created a new NoFlyZone Version for Austria:

Please have a look with your favorite GIS program, or MissionPlanner by placing the kmz file in:
`/MissionPlanner/NoFly`

Based on "official" material from:
https://www.austrocontrol.at/piloten/vor_dem_flug/aim_produkte/luftraumstruktur

Included in this *.kmz file are the following Zones:
R
CTR
TRA
D
R
MCTR
MATZ
Gliding areas
Hang gliding and para gliding areas
Parachute jumping areas

In addition to that, I buffered the Point Layer "Airports" by 4km and included them also.

Legally not all of the above areas are NoFlyZones for drones in Austria.
Personally I think staying outside of the areas is a safe bet, then using the standard 8km wide circles form MissionPlanner itself.
NOT included but also not a allowed to fly within are for example nature conservation areas!

I will issue a pull request, when feedback is positive.

Review AT_NoFly_201709.zip in a GIS program or Mission Planner, then compare its KMZ contents with the existing /MissionPlanner/NoFly data. Done means the Austria no-fly-zone asset is technically and legally accepted by maintainers and added to that directory.
