Rover: need to add support for DO_SET_ROI

The rover firmware does support DO_SET_ROI. When MP is connect to a Rover and I click on the map and select DO_SET_ROI from the dropdown it says "This feature is not enabled in your firmware." but I can assure you it does work.
It also needs to be added to the mission command list so you can include it in a mission.

Start by reproducing the issue with a Rover: use the map command dropdown to select DO_SET_ROI, then inspect the firmware capability check and the mission command list involved. Done means the warning is no longer shown for supported Rover firmware and DO_SET_ROI can be included in a mission.
