DGPS module from serial port

DGPS module for RTCM injection data are only available via UDP or TCP.

It would be great if we could have an input through a Serial / USB port to make use of all the last M8P GPS (Here+ / Drotek etc..).

Start by reviewing the referenced pull request #408 and commit ec5cd22e, then compare the existing UDP and TCP RTCM input paths. Done means MAVProxy accepts DGPS RTCM injection data through a Serial or USB port for M8P-based GPS modules.
