IA Upload Generates Errors When Uploading Some PDFS

Description
Even though a PDF can be opened and viewed with a PDF reader, the IA Upload command sometimes rejects them. I was able to get some of the files uploaded after running pdftk on them as recommended. But in some cases I had to print the files to a new PDF to have a successful upload. I think many of the problems arise from pdfs that are secured against copy/paste, but that is fairly common in my domain (government finance documents). I am attaching a couple of examples of problematic files.
