IA Upload Generates Errors When Uploading Some PDFS

Even though a PDF can be opened and viewed with a PDF reader, the IA Upload command sometimes rejects them. I was able to get some of the files uploaded after running pdftk on them as recommended. But in some cases I had to print the files to a new PDF to have a successful upload. I think many of the problems arise from pdfs that are secured against copy/paste, but that is fairly common in my domain (government finance documents). I am attaching a couple of examples of problematic files.

Start by running the IA Upload command with the two attached PDFs and compare the failures with files processed through pdftk or reprinted as PDFs. Trace the upload validation or error path to determine why readable, secured PDFs are rejected; done means the reported examples upload successfully without those workarounds.
