[Bug]: The Actions Ring always opens in the center of the desktop and not at the current cursor position

2. Click the button mapped to the "Actions Ring" built-in action, the Actions Ring always opens in the center of the desktop

Start by tracing the GUI entry point for the Actions Ring built-in action and how it chooses the window position when invoked by a mouse button. Reproduce the issue on Linux with Wayland while moving the cursor away from the desktop center. Done means the ring opens at the current cursor position rather than always in the desktop center.
