Job File - Add version check

jobparameters.json should incorporate version of the created application. When restarting, do a version check. If versions don't match, do not proceed and display warning to the user to run job with correct format job file

Done means a mismatched version stops processing and displays a warning telling the user to run the job with the correct-format job file.
