Add a timeout before resetting the limit

I connect a second device to my Baseus multiport charger, the PD is reset and the charging limit is reset.

**Describe the solution you'd like**
I want that when the port is reconnected quickly (<3s), the charging limit is not reset and remains at the same level.

add a delay before resetting the charging limit

**Additional context**
I am using a Baseus Gan 5 Pro 65W charger, and it has 3 USB-C ports and a power distribution function (for example, 45W+20W), and when connecting the second device to the charger, the power supply of all devices is reset for 1-2 seconds to update the power settings.

This causes a problem when I set the charging limit to 100%, and put my iPhone on charge, the limit is reset due to the PD reset.
