Won't save Notes (Highlights) locally & Permissions/Notifications Greyed out

This is the best e-reader I've used but I found 3 issues

Issue 1) Highliting (Notes) don't get saved locally

-download Anx Reader from F-Droid
-open an epub book file
-Highlight some text by selecting it > pick color
-close the ebook
-export it to another Android device
-Highlited (Notes) don't transfer over

When I use Adobe Reader apk, it saves all my highlights when I close the App. then when i transfer the pdf to another device, the highlights are all there. Am I doing something wrong? I haven't tried the WebDAV sync.

Issue 2) Notifications are greyed out
-in the App Info > click on Manage notifications
-Allow notifications is greyed out

Issue 3) Permissions is Greyed out
-in the App Info Permissions is Greyed out

is all of this by design? because I was thinking maybe Issues 3 and 1 are related. if I don't give permissions to App to be able to access files locally, it won't be able to write to it?

I'm pretty sure is isn't my OS. using Lineage on one tablet, and Android 14 (stock OS) on the 2nd device. both act exactly the same.
