F13-F24 aren't recognized

### Current Behavior

When I try to bind a button to a F13 it gets displayed as `XF86TOOLS`, but doesn't trigger F13 when I press the button.

### Expected Behavior

It triggers F13.

### Steps To Reproduce

Bind a button on a controller to F13 and try using it.

I used my keyboard's software to bind a macro key to F13.
