Description
### Is there an existing issue for this?
- [x] I searched the existing issues and did not find anything similar.
### Current Behavior
Using "Set Change" in "modifier zone" for a stick does not trigger "Set Change" under any conditions
### Expected Behavior
Using "Set Change" in "modifier zone" for a stick should trigger "Set Change" as usual, for both normal and inverted "modifier zone" modes
### Steps To Reproduce
1. Open modifier zone key selection
2. Select any key
4. Click "Advanced"
5. Remove selected key from assignments list
6. Configure and insert "Set Change" leading to your desired set
7. Modifier zone does not trigger "Set Change" (neither normal, nor inverted)
### Environment
```markdown
Program Version 3.5.0
Compiled from packaging: GitHub Portable Windows Release
Built Against SDL 2.30.6
Running With SDL 2.30.6
Using Qt 6.7.3
Using Event Handler: SendInput
Host OS: windows Version: 10 Architecture: x86_64
```
### Anything else?
I would really like to see this actually made to work, as it would allow for so much more freedom, bringing AntiMicroX steps closer to being able to replace Steam Input for more people. I have a basic Steam Input use case I haven't been able to replicate:
I have 2 sets: S1 - for normal gameplay, S2 - for when I'm sprinting
- S1 left stick click start press triggers set change to S2, while S2 left stick click release press toggles "Shift" key
- S2 left stick click start press and S2 left stick inner modifier zone trigger set change back to S1, releasing "Shift" key
With this setup I have a "toggle sprint" for a game that only has "hold to sprint" without actually having to worry about "Shift" key toggle being in the wrong position (pressed/not pressed), which would be the case for a single set.
P.S. I understand that Steam Input replacement is not something AntiMicro/AntiMicroX used to advertise/advertises, I'm just very keen on hopefully seeing this implemented and not dismissed, that's all.
