Like `World::reserve()`, but returns an error instead of panicking when the additional allocation is unable to occur.
This is currently blocked on the fact that [`alloc::collections::TryReserveError`](https://doc.rust-lang.org/std/collections/struct.TryReserveError.html)'s internals are unstable.
