Epic 5 — Usage Statistics & Visibility

## Description
Surface AI usage data across Digdir/BOD — agent usage, subscription seat utilisation, and adoption trends — giving leadership, product owners, and KITT visibility into how AI is actually being used in the organisation.

## Business Goal
Leadership and KITT can track AI adoption progress, identify where teams need support, and make evidence-based decisions about tool investments and governance — instead of relying on anecdote.

## Acceptance Criteria
- Dashboard or statistics page shows AI usage metrics across Digdir/BOD
- Agent usage data is visualised where available from platform
- Data sources and methodology are documented transparently
- Statistics are updated on a defined cadence (not manually refreshed)
- Privacy and GDPR implications are reviewed before launch

## Dependencies
- Epic 1 (Foundation) must be complete
- Data access from Azure and agent platform
- GDPR review before launch
