Epic 2 — AI Tools & Framework Catalogue

## Description
Build and publish the authoritative catalogue of approved tools, skills, hooks, MCP servers, and agent harness configurations available to BOD teams — including the AI framework with guardrails, workflows, and guidelines. This is the core utility of KI Hub V2 for developers.

## Business Goal
Developers and IT architects can find and use approved AI tools without guessing or asking in Slack. KITT has a single place to publish and update what is sanctioned for use in Digdir/BOD systems.

## Acceptance Criteria
- AI framework with guardrails, workflows, and guidelines is published (#35)
- All approved tools, skills, hooks, and MCP servers are listed with status (approved / experimental / deprecated)
- Agent harness setup instructions are available for BOD teams
- Each entry has owner, status, and last-verified date

## Dependencies
- Epic 1 (Foundation & Design System) must be complete
- Input from BOD teams on what tools they are using
