Epic 1 — Foundation & Design System

## Description

Establish the technical and visual foundation for KI Hub V2. This covers migrating to Digdir's own Azure workspace, implementing Designsystemet.no as the design framework, and ensuring the dependency pipeline is in place. Nothing else can be built reliably before this is done.

## Business Goal

KI Hub V2 is built on approved Digdir infrastructure and uses the official Norwegian design system — ensuring compliance, visual consistency with other Digdir products, and independence from external hosting.

## Acceptance Criteria

- KI Hub V2 is deployed from Digdir's own Azure workspace (#34)
- Designsystemet.no components are implemented as the UI foundation (#33)
- Dependency dashboard is active and monitored (#7)
- Existing KI Hub V1 content is accessible during transition
