Produce a rollout, training, and ongoing-ownership plan for the pipeline

## Description

Turn the validated pipeline from the pilot issue into a plan for wider adoption across BOD, including who owns it going forward.

## Business Goal

Without an adoption and ownership plan, a successful pilot stays a one-off instead of becoming how BOD works.

## Acceptance Criteria

- Rollout plan covers sequencing across teams, required training/enablement, and reusable components (agents, prompts, integrations) to be shared.
- Ongoing ownership and maintenance responsibility is assigned and documented.
- A decision on further rollout has been made by relevant stakeholders.
