Improve error message for missing globalisation info

### Description

https://github.com/Altinn/app-lib-dotnet/pull/792 uses Timezone and culture info to prepare the footer for pdf generation. The error message has been tested and found confusing

Ideally it should be a startup validation, but as we don't have the proper place for that (yet) the minimum would be to catch the exception and log something that helps the user understand what they did wrong.

Start by reviewing PR 792 and the code path that uses timezone and culture information during PDF footer generation. Identify where the exception is raised and determine the existing logging path. Done means the failure explains which globalisation configuration is missing and helps the user understand how to correct it.
