Jumplinks between Altinn 3 apps

### Description

"If I visit a Altinn 3 application from a main Altinn 3 application, it would be great if I would be able to return to the same accordion opened so I dont have to scroll down and open the accordion again. Id like to keep the context from where I came."

I have implemented jumplinks in OED although it probably needs a lot of readjustments to suit the needs of Altinn 3.

It uses amongst other things the query parameter returnUrl as a way to achieve the jumplink back to the users context.
