Description
### Description
Udir is using LeseWeb in several applications today. When we are building ["Elevundersøkelsen"](https://github.com/Altinn/app-frontend-react/issues/181) we are replacing an application that had support for text-to-vocie frontend library. This is a frontend tool that converts text to voice via API.
The feature is intended to help aid people with difficulties with reading or understanding language. This is not intended to replace screen readers but a help to aid people that struggle to understand the questions. We are open for discussing different solutions and vendors to meet our requirement, however it is important to state that reading the Norwegian language is the most core function of this feature, we find that not that many tools offer this option.

### Additional Information
The Udir "REU" team will do some R&D and test how well the components in our Altinn application support LeseWeb as of Aug 2022.

Research direction
Start by reviewing the frontend components used by the Elevundersøkelsen application and the Udir REU team's planned testing of LeseWeb support. Compare possible text-to-voice solutions, especially Norwegian-language support, and define completion as an agreed approach that meets the stated accessibility requirements.
