SVG files are not displayed on some browsers.

### Description of the bug

SVG files do not display when used in the picture component on some browsers.
It was first discovered on Safari, and has later been discovered when using large SVG files on other browsers too, namely chrome. The issues might not be related to each other.

### Steps To Reproduce

1. Create a new app in Altinn Studio
2. Add a picture component in "Utforming"
3. Add an `svg` file as the source, be it by url or file.
4. View the missing SVG in preview or publish to any enviorment and see the same result.

Start by reproducing the missing SVG in the picture component using both a URL and an uploaded file, then compare preview and published environments in Safari and Chrome. Done means SVG files, including large files, render correctly in the picture component across the affected browsers.
