Update neuroglancer capsule for new zarr templates

This NG library has been extensively used in the HCR pipeline with little pushing of these changes to the project.
There should be a consolidation of changes that include the following features:

1. Support for new zarr 2 or 3.0 formats (both path and data type)
2. Support for reading tile position from xml (legacy) and acquisition.json (intended)

Nice to haves:
4. Support for reading channel metadata such as probed gene names from other metadata and adding to channel name(procedures or data description?) Refer to other ticket on reworking processing_manifest.json capsule here:
5. Support for displaying precomputed annotations if indicated
