Add Water restriction endpoint

# User story
We are deprecating SLIMS as a data provider. Water log data has been backfilled into Dataverse.

# Acceptance criteria
- [ ] Given a mouse ID, add an endpoint that fetches water restriction data from Dataverse. (Minimum requirement is to get the same data we were collecting from SLIMS from Dataverse).

Ways to group info from different tables:
- Using the Dataverse SDK / Web API to fetch a "View" (the table exists in Dataverse)
- Build a PowerPlatform Flow to fetch the info from various tables
