Cannot install through the plugin menu

## Description
Cannot install napari-allencell-segmenter through the napari plugin menu.

## Reproduction
1. Open Napari -> Plugins -> Install/Uninstall Plugins
2. Find napari-allencell-segmenter, and click Install

## Environment
- Operating system: Windows 10
- Python version (ex. 3.8): 3.8.13
- napari version (ex. 0.4.1): 0.4.17rc3.dev1+g4f200dfa
- How did you install the napari viewer (as a bundled app or through command line with `pip`)?: conda-forge
