Choose a stack for user interactions

## Use Case

We want to let users do a number of things:
- star/like posts
- inquire about an idea
- claim an idea
- comment on an idea

We need to choose a stack for how we want to handle these interactions

Netlify Functions, Github Apps/bots for running tasks?

There are Github based approaches for managing comments:
giscus uses Github Discussions
utterances uses Github Issues

Comments, likes, and claims could be routed through service to Github Discussion or Issue that becomes the "back end" as well as the moderation platform.

Netlify and Github both have ways of storing secrets (emails)
