Public API to add an idea via a backend service

## Use Case

If a user wanted to go from one data structure (say, an `Experiment` in Orchestra) and use some service (like perhaps the LIMS 2.0 backend service) to publish an idea, we will probably need a public API to receive that request.

The backend service should probably have the responsibility of converting the incoming data structure into a shape that our API expects.
