Redesign to have "how to start working on this"

## Use Case

We are link to a page: "How to start working on this?" That will be oriented around quick-starts, detailed information of accessing resources. This will contain the "Next Steps" which may get renamed as well as a "Flagship Resources field"

- rename/reshape "Next steps" in data model
- add "Flagship resources" to data model
- add button, nav and view for nested "How to start working on this?" page
- add question breadcrumbs to main page "Why is this interesting?" "What has already been done?" etc. to the headers
