Add fields to idea data model

## Use Case

At WG meeting we discussed a set of fields to add to the idea data model:
- flagship resources
- accelerator (possibly adjust "program" at the same time
- scope
- expected researcher level (undergrad, grad student, etc)

We also discussed refining and renaming "Next steps" into more comprehensive guide on how to pick up an idea.

## Acceptance Criteria

Add to the gatsby side of things, add to the CMS, then decided how to render
