Figure out:
- Can we install the plugin (from artifactory or pypi) on a napari bundled app install (so we can test this before releasing to napari hub)
- can we install the gpu version of pytorch on a napari bundled app install, so users do not have to use conda and do everything from the bundled app if they want to
