配置文件中的任务持久化选项不生效

### Describe the bug / 问题描述

修改了配置文件的任务持久化选项后，每次alist服务重启，之前存在的上传任务列表依然会全部清空。
以及建议默认开启任务持久化功能。
例如像这样已经完成的任务列表就会被全部清空。
