【功能建议】短链功能

### Description of the feature / 需求描述

如题，按照Alist进去的路径过长会导致链接十分长并且生成的二维码非常大，需要一个生成短链的功能来简短链接长度

### Suggested solution / 实现思路

在文件详情/下载位置新增一个按钮，“复制短链”，可设置有效期等，以及长按文件夹也支持该功能。
如果可以，针对admin账号或某些账户开通一个生成短链的权限和永久短链，自定义断了的功能
