Allocate a separate and individual checkbox for Refresh button

### Description of the feature / 需求描述

Currently, the "refresh" button is only available when "Mkdir or upload" checkbox is ticked.

After disabling the "Mkdir or upload" permission, the refresh button goes away along with other buttons.

### Suggested solution / 实现思路

I wish for the refresh button to be decoupled from 6 other buttons related to editing the storage. I wish to be able to refresh the content of the mounted drives without enabling edit access.
