Implement CurvatureTerminator

Maybe we need to implement a terminator that checks whether all the a in the sensitivity analysis are positive which would indicate that the training has found a local minimum. However, since a local minimum does not automatically imply a global minimum, maybe we need to check that this "curvature condition" is met in 3 subsequent generations.
