Add Possibility for Invariants (universal safety requirements for complete skill graphs)

Some maneuvers may only be possible under particular circumstances. For instance, a maneuver for keeping the distance to a leading vehicle may only be possible if the condition for the minimal distance is not already violated. Such invariants are only syntactic sugar and could be encoded in the safety goals, but it would be nicer to make them explicit.
