Description

**Is your feature request related to a problem? Please describe.**
I have command line args enabled on non-root on Android because I want to set up a sync server, but it has a popup every app launch and every new tab created.

**Describe the solution you'd like, including relevant patches or source**
Either disable the popup or add an option to disable it.

**Additional Notes**
What the popup looks like:

Research direction

Start by reproducing the unsupported-feature-flag popup on Android with command-line arguments enabled for a non-root user, both at app launch and when creating a new tab. The issue is done when the popup can be disabled, or no longer appears, while the requested command-line setup still works.
