Bug: Comment form clears when reviewer rejects claim review

Description:
When a fact checker sends a claim review to a reviewer, and the reviewer selects the "send comment" option to provide feedback, the comment form becomes empty. This prevents the reviewer from entering their rejection comment, blocking the review workflow.

Steps to reproduce:

- Fact checker sends claim review to reviewer
- Reviewer opens the review
- Reviewer selects "reject" option
- Comment form becomes empty
- Reviewer cannot enter rejection comments

Expected behavior:
The comment form should remain accessible and allow the reviewer to enter their rejection reason/comments after selecting "send comment."
