Nice-to-have: Internal notifications for VR updates

### Background Information

Here we need to ensure that the user who created the verification request receives internal notifications about their own report when its status is updated. The user should also have the option to enable notifications for a specific report through Aletheia's internal notification system.

### How
- Understand how Aletheia’s internal notification system (Novu) works
- Create notifications for verification request status updates
- Add a “bell” button on the tracking page so users can choose to receive notifications for a specific verification request

### Expected Behavior

The expected behavior is that the users who created the verification request will receive notifications every time its status changes.
Other users (who are not the creators) should be able to choose to receive notifications for a specific verification request through the tracking page.
As this page will be public, we must ensure redirection to registration or login if the user wants to receive notifications without being logged in.
