Report question button intermittently fails

**Description:**
The question button in the report interface sometimes doesn't work. Users have to save the report and reload the page for it to function properly.

**Steps to Reproduce:**
1. Open a report
2. Click the question button
3. Button may not respond
4. Save report and reload page
5. Button works after reload

**Expected Behavior:**
Question button should work consistently without requiring page reload.
