Allow fact-checkers to reset report to initial state at any stage

**Description:**
Currently, fact-checkers cannot reset a report back to its initial state once it has progressed through the workflow. This feature would provide more flexibility in the fact-checking process.

**Acceptance Criteria:**
- Add a "Reset to Initial State" button/option in the report interface
- This option should be available at any stage of the workflow
- Confirm action with user before resetting
- Log this action for audit purposes
