Introduce debug logging to cypress run jobs to reduce the number of logs

### Background Information

Currently, the cypress CI job contains logs from the server, database, and kratos. We should only output these logs when Debugging log is enabled in the CI.

### How

Github CI allow re-running failed jobs with debugging [1]. We should only show logs if these variables are enabled.
