Improve figure of the probabilist forecast


Tasks:

- [x] Decrease the colorbar;
- [x] Add the contour of the states using a black line;
- [x] Add a hover to show the name of the macroregion health and the probability when hovering the mouse over the maps (to see this update will be necessary save the plot as a HTML file.


- [ ] We could add a table, as shown above, below each map. On the left map, we could select the top x cities with the biggest incidence, and on the right map, the top x cities with the prediction of increase (red) above some threshold as 80%.
