Add hover effect to project highlights

Description:
Currently, the project highlights section looks good, but it feels static. To improve user experience and make the section more interactive, it would be great to add a subtle hover effect when the cursor is placed over each highlight.

Suggested Enhancement:

Apply a smooth hover animation (e.g., slight scale-up, shadow, or color change).

Keep the effect minimal so it looks professional and doesn’t distract from the content.

Benefit:
This will make the highlights section more engaging and visually appealing, giving users feedback when they interact with it.

I am a participant in the GirlScript Summer of Code (GSSoC) and would love the opportunity to work on this issue. I am prepared to review the existing codebase and contribute towards making this feature more user-friendly. Kindly consider assigning this issue to me. (Level 2)
