Feature request: check mode for configuration file

Add a flag to command line utilities to check the syntax and semantics of the config file.

This would make it very useful with tools such as Ansible's `validate` feature (e.g. as used in the [template module](https://docs.ansible.com/ansible/template_module.html)), or in general to dry-check the config before applying / reloading.
