Playwright: Add automation to setup and create a kafka environment

The environment is required for the majority of future playwright tests outside of administrative actions.
# How could this be improved?

1) Create a kafka cluster
2) Create a kafka environment from the cluster
3) Update the tenant properties with this kafka environment.
